Can Tho implements COVID-19 prevention and control for people travelling to the country.

On December 20, 2021, the People's Committee of Can Tho City issued a document assigning the Department of Health to be the focal point and coordinate with the Department of Transport, the People's Committee of the district and relevant agencies in deploying the document No. 10688/BYT-MT dated December 16, 2021 by the Ministry of Health on the prevention of COVID-19 epidemic for people entering the country. The period of application of measures to prevent and control the COVID-19 epidemic for people entering the country according to this document is from January 1, 2022, and does not apply to those who have entered the country and are in quarantine and medical monitoring according to regulations before the issuance date of the document (December 16, 2021).

Accordingly, regarding the general requirements for epidemic prevention and control, the document of the Ministry of Health clearly states that people entering the country must have a negative test result for SARS-CoV-2 before entering the country within 72 hours, except for children under 2 years old, and prepare medical declaration before entry. Upon entering Vietnam, it is necessary to install and use the medical declaration application (PC-COVID) to make medical declarations and monitor health according to Vietnam's regulations (recommended to use for people entering the country with diplomatic and official purposes). In case the entry is a Vietnamese citizen, overseas Vietnamese and relatives (including spouse and children) who have not been vaccinated or have received insufficient doses of COVID-19 vaccine, the authority will provide COVID-19 vaccination (free of charge) during the quarantine period (if required). These people will also have to pay for testing costs, medical quarantine, medical examination and treatment costs and other expenses. Other related expenses (if any) in the prevention and control of the COVID-19 epidemic are as prescribed in the Government's Resolution No. 16/NQ-CP dated February 8, 2021 on costs of medical quarantine, medical examination and treatment and a number of specific policies in the prevention and control of the COVID-19 epidemic.

For those entering the country who have had a full dose of vaccine or have recovered from COVID-19, when isolated at home, they are not allowed to come into contact with people around, not to leave the place of residence; in the first 3 days from the date of entry, self-monitor their health at the place of residence (including houses, hotels, motels, resorts, representative offices, dormitories, guest houses of the manufacturing businesses, etc.). They are also not advised to be out of the residence, and should take test for SARS-CoV-2 by RT-PCR method on the 1st and 3rd day from the date of entry. If the test result is negative for SARS-CoV-2, please continue to monitor health until the end of the 14th day from the date of entry. In case the test result is positive, it will be handled according to regulations.

For those entering the country who have not been vaccinated or have not received enough doses of the COVID-19 vaccine: quarantine at home or place of residence for 07 days from the date of entry; perform SARS-CoV-2 test by RT-PCR method on day 1 and day 7. If test result is negative for SARS-CoV-2, continue to monitor health until the end of 14 days. If the test result is positive, it will be handled according to regulations. For those entering the country under 18 years old, people aged 65 or more, pregnant women, and people with underlying medical conditions (but not being monitored or treated at medical facilities) are isolated with their parents/caregivers.

This regulation replaces the relevant contents in document No. 6288/BYT-MT dated August 4, 2021 by the Ministry of Health on reducing the time of concentrated medical isolation for people entering the country who have received a full dose of. COVID-19 vaccine, document No. 5446/BYT-MT dated July 8, 2021, document No. 6670/BYT-MT dated August 16, 2021 by the Ministry of Health on medical isolation of diplomatic missions, document No. 7020/BYT-MT dated August 25, 2021 by the Ministry of Health on isolation and prevention of COVID-19 for children, etc. Besides, depending on the evolution of the epidemic, the time and form of isolation will be adjusted accordingly.
